International fees per year, by sector
Medians below use only programmes whose published basis supports a per-year figure (a per-year fee as printed, a per-semester fee doubled, or a total fee divided by the published duration). Programmes published only as group ranges or without a usable duration are excluded from this table rather than estimated.

The dual-rate gap
Across the 831 programmes publishing both rates, the international rate runs from +2% to +2089% above the Malaysian rate (median +30%). There is no typical premium — it is set programme by programme.
A 6% SST has applied to fees for non-Malaysian citizens since 1 July 2025. Institutions differ in whether their published totals include it; every programme page here records the treatment the institution itself states, and says so where it does not state one.
Recognition: three registers, three jobs
MQA accreditation (shown per programme) is Malaysia’s own quality register. The JSJ list is China’s reference register for foreign institutions, compiled from recent CSCSE authentication cases; CSCSE authentication itself is decided case by case when a graduate applies. Our recognition guide separates the three, because treating any one as a guarantee — or as a ban — misleads in both directions.
Method
Listing unit: the programme. Scope: English-taught (E1) and mainly-English (E2) bachelor’s and master’s programmes at the 134 degree-awarding institutions counted by the Ministry of Higher Education (20 public universities, 65 private universities, 11 foreign branch campuses, 38 university colleges). Fully-online programmes and doctorates are excluded. Fees are transcribed only from each institution’s own published documents; a programme whose institution publishes no fee carries no figure.
